JOB SUMMARY

The HR officer will be responsible for managing a range of HR activities including payroll, recruitment, employee relations, HR policies and procedures, performance monitoring, training and development, compliance with labour law and organisational policies and providing solutions to a wide spectrum of complex HR issues The role will collaborate with all the WCA countries and reporting to the HRD of West and central Africa to ensure effective implementation of HR practices, maintain a positive work environment that aligns with UPL’s values and participate on other HR initiatives as well as HR reporting and analysis.

 

RESPONSIBILITIES

Recruitment

  • Administer and manage recruitment process for regular, temporary staff and interns as applicable for assigned positions and when needed
  • Schedules, organizes, and manages the recruitment and selection process, i.e. obtains approvals, post adverts, source, screen candidates, schedule interviews, and maintain a pool of potential candidates
  • Works closely with hiring managers and HRD to finalize requisitions, develops recruitment strategies to identify and present the hiring managers with a short-list of candidates for interviews
  • Researches, attracts, screens, and refers top talent by utilizing innovative selection tools with a view to building a screened pipeline of candidates in UPL’s key areas
  • Supports the creation of job descriptions, role profiles based on the position and organization requirements
  • Conducts reference and background checks for recommended candidates

 

Onboarding and Offboarding

  • Ensure compliance with the onboarding process for new employees within the deadlines and ensure the availability of access (Email, UGDN, mandatory training etc.)
  • Ensure the availability of the required information for the integration of new staff
  • Coordinates the new employee orientation schedules in partnership with other departments
  • Conduct the induction to help integrate new employees into their role and working environment.
  • Manages off-boarding process for departing staff members including organising exit interviews

 Performance Review

  • Provides guidance to staff with performance review and improvement processes
  • Provides training and assistance with staff performance evaluations
  • Provides specialist advice and guidance to the managers and staff on performance and employee relations issues.
  • Ensure a 100% completion rate of performance evaluations (mid-term and year-end) according to the group's deadlines

 

Training

  • Ensure that group’s mandatory training is completed on time at 100% by the saff
  • Assist in the development of the training plan and training actions

 

Human Resources Policy Administration & Compliance

  • Support the HRD by implements, maintains, and updates human resources policies and procedures in line with UPL global policies policies and the local labour law of each country part of WECA
  • Manages and ensures HR records and files are updated in a timely accurate manner, safeguarding confidential information and compliant with local labor laws. These should include contracts, probation period completion, files/records on health insurance, pension scheme, work permits, statutory issues and regulations, holidays, etc. Monitor, update staff information in HRIS
  • Support on disciplinary, grievances, issues in conjunction with country legislation

 

 Payroll management

  • Run the Ivory coast Payroll with third party to ensure that employees are paid accurately and on time monthly
  • Manage payment of salary taxes for all Weca countries
  • Prepare salary re-invoices of WECA staff
  • Cordinate with Finance managers salary payment on time of others entity
  • Ensure salary data accuracy and update in the HR system
  • Communicate headcount information monthly

 

Administration management

  • Track leave and absences
  • Administration of all employee’s insurance
  • Expatriate Insurance (Ensure that Expat Insurance premiums are paid on time each quarter)
  • Health Insurance (entry and exit on time)
  • Supplementary Retirement Insurance (entry, withdrawal, payment)
  • Prepare CNPS (National Health Insurance Fund) declarations, AT/MP declarations, and other legal declarations related to staff
  • Ensures the efficient administration of staff medical coverage with the insurer for new employees and for removal of terminated employees
  • Monitor temporary staff: contracts, working hours
  • Monitor and update employee files, including ensuring the signature of the various UPL Group charters in force
  • Maintain mandatory HR records
  • Assist in drafting various HR correspondence
  • Update organizational charts for all subsidiaries in the region
  • Maintain staff lists for the entire region
  • Liaise with the respective administration to arrange the work permit for foreign staff members
  • Keep staff information up to date in HR systemtions, etc.
  • Ensure compliance with legal obligations in all HR matters
  • Monitor internal HR communications
  • Coordinate annual medical check-ups and support on organization of social activities
  • Answers all staff questions and work as subject matter expert in HR policies and procedures

Reporting

  • Implement and maintain HR dashboards: Personnel input/output, work-related accidents (AT/MP)
  • Collect information for preparing social reports: permanent work-related accidents salary, transfers, promotions, assignments, hirings, resignations, dismissals, work-related accidents, various ratios (professional category, age, seniority), training and payroll ratio, number of overtime hours, number of hires, etc.
  • Develop an HR dashboard for all subsidiaries in the W&CA sub-region
  • Update databases and monitor all processes related to HR IT systems

 

REQUIREMENTS

  • Master’s in Business or Human Resources Management or a related field preferred
  • A minimum of 8 years of relevant HR experience including recruitment, payroll, employee relations, HR administration, performance management, HR reporting, and staff development, preferably in an international company
  • Ability to communicate and work fluently in English and French is mandatory
  • Project management skills – able to plan effectively, manage multiple priorities and have great attention to detail
  • Excellent computer skills particularly windows, Microsoft office applications, are required. Experience using an HR Information system desired. Advanced excel proficiency
  • Strong analytical skills with the ability to interpret data and make data-driven recommendations.
